Section 13.4 examines bureaucracy as an architecture of suspension.
Emerging from a prolonged legalisation process in Poland, the project traces a form of power that operates not through prohibition, but through delay. Decisions remain pending, movement is absorbed into procedure, and waiting becomes a condition of existence.
Corridors, archives, documents, waiting rooms and controlled landscapes reveal a system in which uncertainty itself becomes a governing tool. Administrative time enters the body, producing anxiety, hypervigilance and a gradual erosion of the future.
Section 13.4 asks what happens when a person remains suspended within a system long enough for the document to become more real than the life it was meant to describe.
